Do the deceased tributes go back to being open for claim, or how does that work?

As stated in the guidelines on the first page:

"Any faceclaim on this list is unable to be claimed again, usually. However, if there is a celebrity on the dead tributes list you have your eye on, you may ASK about them here and I will give you what information I can and let you know whether you can use them or not"

But I think it really depends on who the fc you are looking at using. Some were FCs we gave to NPCs for claiming and when I made the tribute chart and ranking images. For those who were playable characters by members on the site it comes down to whether or not it is ok with that member to use that FC for anpther character. Basically it depends on the FC and the member who had them claimed as I know some prefer not to have them used again.

But Rainy please feel free to correct me if I am wrong on this. And Hawk I hope that helps somewhat.
